Create a new document say 500 x 300 pixels

Open your picture and paste it into the newly created document

Next select the crop tool or hit C on your keyboard to have it selected automatically. Draw a selection around the picture with the crop tool. You may adjust the height and the width of the crop by moving the corners and the sides of the box with your mouse, until you find the desired frame around your picture as shown below. Then simply hit return on the keyboard to crop the image.

Select the layer in with the picture and click on the little f letter on the corner of the layers palette and click stroke.
